It's like a repetitive tailwhip.  You keep the back end going around and around, jumping over it, scuffing back on the tire gives you momentum and maintains balance.  It's all about rhythm.  Once you get to 3 or 4, you have it and doing 15 is the same, unless you get tired.  You can link into and out of these, and there are many variations.  Try not to hap when you jump (as shown).  Learn tailwhips and squeakers first.
